{"id":13833,"date":"2019-09-11T02:00:40","date_gmt":"2019-09-11T05:00:40","guid":{"rendered":"http:\/\/www.mundoagropecuario.cl\/new\/?p=13833"},"modified":"2019-09-10T21:58:14","modified_gmt":"2019-09-11T00:58:14","slug":"jueces-reciben-capacitacion-tecnica-sobre-fiscalizacion-forestal","status":"publish","type":"post","link":"https:\/\/www.mundoagropecuario.cl\/new\/jueces-reciben-capacitacion-tecnica-sobre-fiscalizacion-forestal\/","title":{"rendered":"Jueces reciben capacitaci\u00f3n t\u00e9cnica sobre fiscalizaci\u00f3n forestal"},"content":{"rendered":"\n<ul class=\"wp-block-gallery columns-0 is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\"><\/ul>\n\n\n\n<p class=\"has-medium-font-size\"><em>La actividad se realiz\u00f3 en la Regi\u00f3n de Coquimbo,  los magistrados y funcionarios conocieron la tecnolog\u00eda y herramientas que se utilizan en la fiscalizaci\u00f3n forestal (Mundo Agropecuario).<\/em><\/p>\n\n\n\n<p>Jueces y funcionarios de ocho Juzgados de Polic\u00eda Local (JPL) de la Regi\u00f3n de Coquimbo, recibieron una capacitaci\u00f3n sobre normativa forestal y procedimientos de fiscalizaci\u00f3n, de parte del Departamento de Evaluaci\u00f3n Ambiental y Fiscalizaci\u00f3n (DEF) y la Unidad Jur\u00eddica de la Corporaci\u00f3n Nacional Forestal (CONAF), en las dependencias del Parque Nacional Bosque Fray Jorge.<\/p>\n\n\n\n<p>La actividad comenz\u00f3 con el saludo de bienvenida de parte de la Direcci\u00f3n Regional de CONAF, jefatura provincial y administraci\u00f3n de la unidad con una breve rese\u00f1a sobre la historia del Parque Nacional Fray Jorge, para luego continuar de lleno con la capacitaci\u00f3n, donde se hizo una exposici\u00f3n en sala, complementada con una demostraci\u00f3n pr\u00e1ctica, para explicar c\u00f3mo opera el Sistema de Monitoreo de extracci\u00f3n y cosecha forestal (LEMU), basado en la comparaci\u00f3n temporal y procesamiento de im\u00e1genes satelitales para la detecci\u00f3n de cambios en la cobertura vegetacional y el uso de tecnolog\u00eda de vanguardia que complementa la verificaci\u00f3n de terreno con la utilizaci\u00f3n de drones y software para la elaboraci\u00f3n de im\u00e1genes ortorectificadas, todo lo cual permite identificar de manera precisa las intervenciones ilegales a nuestros bosques nativos y formaciones xerof\u00edticas.<\/p>\n\n\n\n<p>Posteriormente, en terreno, el equipo de fiscalizadores hizo demostraci\u00f3n de los equipos utilizados y los procedimientos de medici\u00f3n y toma de datos, identificando en terreno las formaciones vegetacionales reguladas por la legislaci\u00f3n forestal, as\u00ed como su importancia en zonas \u00e1ridas y semi\u00e1ridas.<\/p>\n\n\n\n<p>Marcia Sep\u00falveda, juez titular del Juzgado de Polic\u00eda Local de La Higuera, valor\u00f3 la instancia de capacitaci\u00f3n indicando que \u201cfue muy bien organizado, con mucha informaci\u00f3n, donde pudimos saber c\u00f3mo trabajan los fiscalizadores, en el fondo c\u00f3mo realizan en terreno las mediciones y como saber si algo es un bosque nativo o una formaci\u00f3n xerof\u00edtica. Eso en terreno es mucho mejor que estar viendo lo mismo en un expediente\u201d.<\/p>\n\n\n\n<p>Uno de los organizadores de la jornada fue el jefe de la unidad jur\u00eddica de CONAF en Coquimbo, Francisco Zepeda Cruz, quien se mostr\u00f3 satisfecho por el resultado obtenido en esta capacitaci\u00f3n. Zepeda se\u00f1al\u00f3 que \u201ces una instancia muy relevante para nosotros, trabajamos en conjunto con los jueces en la labor de fiscalizaci\u00f3n forestal, ellos son los que al final aplican nuestras leyes, as\u00ed que esta actividad es muy provechosa para que exista m\u00e1s profundidad en una materia que es muy t\u00e9cnica y un poco alejada de nosotros los abogados\u201d.<\/p>\n\n\n\n<p>Para el jefe del departamento evaluaci\u00f3n ambiental y fiscalizaci\u00f3n regional, Roberto Vald\u00e9s, la actividad permiti\u00f3 explicar de forma pr\u00e1ctica la metodolog\u00eda y procedimientos de fiscalizaci\u00f3n con base en las ciencias forestales, apoyados con tecnolog\u00eda de vanguardia que sustentan los informes t\u00e9cnicos que luego se traducen en presentaciones legales robustas ante los juzgados de polic\u00eda locales.<\/p>\n\n\n\n<p>Por su parte, Rodrigo \u00d3rdenes, seremi de Agricultura, sostuvo que \u201cpara nosotros como ministerio es muy importante que m\u00e1s actores se est\u00e9n sumando a este tema de poder conocer cu\u00e1les son las normativas que maneja CONAF, y de esa manera poder entender los procedimientos que tenemos que cumplir, porque es importante poder agilizar las decisiones que se tienen que tomar\u201d.<\/p>\n\n\n\n<p>Eduardo Rodr\u00edguez, director regional de CONAF, manifest\u00f3 que esta capacitaci\u00f3n \u201ces muy importante, ya que debemos transferir estas t\u00e9cnicas, estos conocimientos, a los jueces, quienes en definitiva fallan en consecuencia con los antecedentes que nosotros mismos les presentamos; de tal manera que unificar lenguajes, acercarlos al conocimiento t\u00e9cnico forestal es vital, pero tambi\u00e9n es muy importante la disposici\u00f3n que han tenido los asistentes para poder recibir estos conocimientos y acompa\u00f1arnos en salidas de campo que permiten afianzar estas t\u00e9cnicas\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La actividad se realiz\u00f3 en la Regi\u00f3n de Coquimbo, los magistrados y funcionarios conocieron la tecnolog\u00eda y herramientas que se utilizan en la fiscalizaci\u00f3n forestal (Mundo Agropecuario).
